Q1 What does a HIP contain?

The HIP contains most of the documents and searches usually supplied to a buyer as the sale progresses. These are now, however, provided in advance by the vendor before a sale offer is agreed. In addition the HIP will contain an EPC - a new type of report designed to calculate the energy efficiency of your house. The energy graphs will be reproduced on your property details.

Q2 Can I sell my home without a HIP?

Whether selling privately or through an estate agent, all residential properties now must have a HIP by law. You cannot market any qualifying property, even informally, without a HIP.

Q3. How long will it take to compile my HIP?

However, the actual time taken will depend on how quickly you complete the PIQ and are able to provide access to the energy inspector to enable the EPC to be prepared.

Q4. What do these changes in the home selling process intend to achieve?

The intention of the legislation is to bring more transparency to the home buying and selling process so that any potential buyers of any qualifying property will have access to a pack containing all of the information they or their advisers may need to see before an offer is made and accepted.

Q5. How do I obtain a HIP?

Q6. How much does all this cost?

This may depend on the size, value and the location of the property. Ask your local team agents for details.

Q7. What is the value of the Energy Performance certificate?

This calculates the energy efficiency of your home and indicates how expensive it may be to run. In most cases the efficiency rating can be improved and this will be indicated in the report. If you wish to increase the saleability of your home it may be worthwhile carrying out some recommended improvements. Your team agent will be able to advise you of what may be most cost effective.

Q8. I thought HIPs were going to be scrapped?

The Conservative Party have pledged to scrap HIPs if they win the 2010 election. But until this happens the law as it stands must be observed. Heavy penalties remain for those who are caught breaching the law and your estate agent is the “responsible person” under the HIP Regulations and would be foolish to disregard them. Beware any agent who advises you otherwise.
